Creates the joint center for aerospace technology innovation to: (1) Pursue joint industry-university research that can be used in aerospace firms;

(2) Enhance the education of students in certain engineering departments through industry-focused research; and

(3) Work directly with existing aerospace firms and aerospace industry associations to identify research needs and opportunities to transfer off-the-shelf technologies that would benefit the firms.

Provides for sunset termination and review of the joint center for aerospace technology innovation.

Provides that the act is null and void if appropriations are not approved.
