Authorizes the department of ecology: (1) When making loans for water pollution control facilities, to provide loans to publicly owned industrial wastewater treatment facilities that relieve a city of the burden of processing industrial wastewater; and

(2) To use water pollution control revolving fund moneys to provide loans for the planning, design, and construction of publicly owned wastewater treatment facilities, including publicly owned industrial wastewater treatment facilities that relieve a city of the burden of processing industrial wastewater.
