Establishes the legal defense funds act.

Requires disclosure of, and provides limitations on, donations given to or raised by public officials and candidates to fund their legal defense.

Provides that the legal defense funds act constitutes the sole authority for soliciting or accepting donations to a separate legal defense fund created by or for a candidate or public official.
