Assesses a three thousand dollar fee for certain violations of trafficking crimes.

Revises the definition of "sex offense" to include a second or subsequent violation of promoting prostitution in the first degree, promoting prostitution in the second degree, or patronizing a prostitute.

Adds to penalties for certain violations of promoting prostitution in the first or second degree, permitting prostitution, and patronizing a prostitute.

Prohibits a court from suspending payment of all or part of certain fees if an offender entered into a statutory or nonstatutory diversion agreement.
