Changes high school graduation requirements relating to a student completing a culminating project.

Changes the requirements for submission, by a participating school district, of the school district program plan.

Requires the state auditor to conduct fiscal and performance audits for school districts under certain circumstances.

Allows the state auditor to conduct audits: (1) To address suspected fraud or irregular conduct;

(2) At the request of the local school board of directors; or

(3) As required by federal laws or regulations.
