Requires the state auditor's office to: (1) Complete a performance audit of a representative sample of permit practices at the city and county level;

(2) Review certain city, county, and agency performance reports; and

(3) Forward the audit and any findings and recommendations from its review to the public works board, the community economic revitalization board, and the appropriate standing committees of the legislature.
