Abolishes the workforce training and education coordinating board and transfers its powers, duties, and functions pertaining to the job skills program to the state board for community and technical colleges.

Transfers other powers, duties, and functions as provided in the act.

Requires the higher education coordinating board, the state board for community and technical colleges, the employment security department, and the department of commerce to review the statutory requirements of the former workforce training and education coordinating board and submit any recommendations for legislative action to the governor and appropriate legislative committees.
