Requires certain contracts for public works to include a provision requiring a participating contractor or subcontractor to submit certified payroll records demonstrating proof of apprentice utilization to the awarding entity.

Requires officers charged with the disbursement of public funds, before making a payment due on a public works contract, to have certified payroll records from the contractor and any subcontractor receiving part or all of the disbursement.
