Expands the existing system for citizen involvement in Washington state ferry system decisions.

Changes the composition of the San Juan, Clallam, and Jefferson county ferry advisory committee and the terminal area committees.

Authorizes the transportation commission to create a ferry tariff review committee to review fare policy, fares, capital planning, and route specific costs and revenues.
