Requires the department of ecology to establish a program providing for the replacement of both uncertified solid fuel burning devices and solid fuel burning devices manufactured before 1995 for low-income households in certain areas.

Requires counties that elect to participate in the program to provide twenty-five percent matching funds.

Provides options to a person who fails to comply with motor vehicle emission standards.

Creates the air pollution offset account.

Expires January 1, 2020.
