Requires the office of the chief information officer, in consultation with the department of enterprise services, to develop a state policy on the purchasing and use of cellular telephone communications devices and services, to be applicable to all agencies of state government except institutions of higher education.

Requires the department of enterprise services to: (1) In consultation with the office of the chief information officer, develop a state policy on the purchasing and use of state agency mailings, to be applicable to all agencies of state government except institutions of higher education;

(2) Develop a state policy on the use of agency-based printing, to be applicable to all agencies of state government except institutions of higher education; and

(3) Develop a state policy on the acquisition of motor vehicles, to be applicable to all agencies and institutions of state government.

Requires the office of financial management and the department of enterprise services to jointly establish a work group on central services rate methodology to examine the methods by which the costs of state agency central services are allocated among the agencies and institutions of state government.
