EFFECT: Removes the provisions of the bill that creates a responsibility on moorage facility operators to conduct a pretransfer review of all vessels greater than sixty-five feet in length and more than forty years in age and only sell for salvage or scrap those vessels found to be in a high risk condition; adds moorage facility operator responsibilities to the charge of work for the derelict and abandoned vessel work group; and makes technical changes.
