EFFECT:   Removes the exemption from disclosure under the Public Records Act for certain solid waste collection company records when the documents are requested by a non-profit organization or limited liability company whose sole member is a non-profit organization, if the requesting entity donates all its proceeds to human service programs and signs an agreement not to disclose the information to any third party.
