     On page 3, beginning on line 21 of the striking amendment, after "8." strike all material through "2013." on line 24 and insert "The secretary of state shall submit this act to the people for their adoption and ratification, or rejection, at the next general election to be held in this state, in accordance with Article II, section 1 of the state Constitution and the laws adopted to facilitate its operation."

EFFECT: Removes the emergency clause from the bill and adds a referendum clause.
