EFFECT:   Removes a requirement that the Professional Educator Standards Board (PESB) consider the historical record of the data when considering administrative rules and reporting outcomes for alternative route certification programs.  Requires the PESB, when reporting specified program outcomes, to compare alternative route program completers and all preparation program completers.
