EFFECT:   Removes the requirement that a facility in which a medical assistant-phlebotomist is working meet state requirements for medical test sites in order for the medical-assistant phlebotomist to perform moderate or high-complexity tests (such facilities may nevertheless be subject to the state requirements under current law).
