    On page 2, beginning on line 27 of the striking amendment, strike all of section 2

EFFECT:   Removes the prohibition against a health carrier requiring prior authorization for routine health care services for which a person may self-refer.  Removes the requirement that a health carrier disclose its methods for establishing limits on access to network providers and its methods and clinical protocols for authorizing coverage of health care services.
