On page 5, line 4, after "(2)" insert "(a)"
On page 5, after line 8, insert the following:
"(b) The department of social and health services shall adopt rules
that define good cause exceptions for not cooperating with the
department for the establishment and enforcement of child support,
including, but not limited to, circumstances where:
(i) The applicant has a domestic violence protection order against
the person who would be liable for child support;
(ii) Serious physical or emotional harm to the applicant or the
child in the applicant's care may result;
(iii) The child was conceived as a result of incest or rape; or
(iv) The child is the subject of legal adoption proceedings pending
before a superior court."
EFFECT: Requires DSHS to define good cause for not pursuing child support to include circumstances that may put the applicant or child's safety at risk or would not be in the best interests of the child.
