On page 3, line 3, after "certification." insert "Any process for deferring an impact fee payment under this subsection (3)(a)(ii) must require the applicant to execute an agreement that such deferred impact fees must be paid no later than final inspection or certificate of occupancy, or equivalent certification, as applicable, and that any failure to timely pay results in the agreement automatically converting to a recordable lien."
