Strike everything after the enacting clause and insert the following:
"NEW SECTION. Sec. 1 A new section is added to chapter 66.24 RCW
to read as follows:
Beginning on the effective date of this section, the license
issuance fee under RCW 66.24.630(4), with respect to sales of spirits
in original containers to retailers licensed to sell spirits for
consumption on the premises, does not apply to spirits retail licensees
that do not require membership or the payment of membership fees by its
customers in order to patronize the retail outlet of the spirits retail
licensee."
