Background:
The state government operates on a fiscal biennium that begins July 1 of each odd-numbered year. Supplemental budgets are typically enacted in each of the following two years after adoption of the biennial budget. Appropriations are made in the biennial and supplemental transportation budgets for the operation and capital expenses of state transportation agencies and programs.
Summary of Engrossed Substitute Bill:
Appropriations are made for state transportation agencies and programs for the 2013-15 fiscal biennium, as well as revised for the 2011-13 fiscal biennium. See House Transportation Committee supporting documents for more detail.

Fiscal Note: Requested on April 10, 2013.
Effective Date: The bill contains an emergency clause and takes effect immediately, except for two sections. Section 702 relating to using lists of motor vehicle owners for research activities contains an emergency clause and takes effect on July 1, 2013. Section 709 relating to high occupancy toll lanes on State Route 167 takes effect on June 30, 2013, if Substitute House Bill 1745, also related to the toll lanes, is not enacted before June 30, 2013.
