Background:
Design-build is a method of project delivery in which the Washington State Department of Transportation (WSDOT) executes a single contract for both the design and construction of a project. The WSDOT develops the conceptual plan for the project and the design-builder will complete the design with limited WSDOT involvement in the design process.
In 2001 the Legislature granted the authority to use design-build on projects costing over $10 million, and extended the expiration date to April 30, 2008. During the 2006 session, the Legislature removed the April 30, 2008, expiration date, and authorized up to five pilot projects on smaller design-build projects costing between $2 and $5 million.
Summary of Bill:
The bill requires the WSDOT to use design-build contracts for all projects over $5 million. It also requires that all risk be properly allocated to the contractor.
