HOUSE COMMITTEE ON GOVERNMENT ACCOUNTABILITY & OVERSIGHT |
Majority Report: Do pass. Signed by 9 members: Representatives Hurst, Chair; Wylie, Vice Chair; Condotta, Ranking Minority Member; Holy, Assistant Ranking Minority Member; Blake, Kirby, Moscoso, Shea and Vick.
Staff: David Rubenstein (786-7153).
Background:
The Liquor Control Board (LCB) licenses retailers of beer, wine, and spirits. The LCB issues various kinds of licenses for the sale of alcoholic beverages, among them the snack bar license. A snack bar licensee may serve beer by the opened bottle or can for on-premises consumption only where the sale of beer is not the principal business.
Summary of Bill:
Snack bar licensees may sell wine by the individual glass for on-premises consumption in an area to be approved by the LCB.
Appropriation: None.
Fiscal Note: Available.
Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
Staff Summary of Public Testimony:
(In support) This is a simple bill that comes in response to snack bar owners asking if they can sell wine by the glass. Snack bar owners currently have to get a restaurant license, but this bill would solve that problem.
(Opposed) None.
Persons Testifying: Representative Moscoso, prime sponsor; and Alan Rathbun, Liquor Control Board.
Persons Signed In To Testify But Not Testifying: None.
