Background:

Washington regulates various personal transportation providers, including for-hire vehicles, limousines, and taxicabs. For-hire vehicle and limousine operators must apply for an operating permit or license from the Department of Licensing (DOL), and each vehicle must carry a certificate for operation form the DOL. Additionally, the DOL requires that such operators meet minimum insurance requirements. Limousines must be inspected, and the chauffeurs who drive them must have a valid license, go through a training course, and pass a background check. Finally, for-hire vehicles, limousines, and taxicabs may be regulated in certain respects by local governments.

Summary of Bill:

The Joint Transportation Committee (JTC) must convene a work group to study the market of personal transportation services, including services that rely on the use of mobile applications. By December 31, 2014, the JTC must provide a report and recommendations for legislation to the Transportation Committees of the Legislature. In conducting this study, the JTC must work with the DOL, Office of the Insurance Commissioner, the Employment Security Department, local authorities, and stakeholders representing providers and users of transportation services and developers of mobile applications. Finally, the JTC's study must examine insurance coverage requirements, safety regulations, and the unique barriers faced by taxicab companies.

Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
