Background: Cosmetologists, barbers, manicurists, and estheticians are licensed through the Department of Licensing (DOL). An individual seeking one of the licenses must either graduate from a school approved and licensed by DOL, or successfully complete a state- approved apprenticeship training program. State law establishes a minimum number of training hours for schools and apprenticeship programs.

Summary of Bill: DOL must adopt rules regarding distance or online learning that can be used toward cosmetologist, barber, manicurist, and esthetician licensing. Distance or online learning can be provided by an approved school or apprenticeship program.

DOL must provide an evaluation review of distance or online learning by January 1, 2016.

Staff Summary of Public Testimony: PRO: Cosmetology students spend up to 1600 hours in classrooms. The bill allows online learning for theory. The bill would be helpful for students dealing with child care and family schedules, and will save time. The bill will help graduates get to work earlier.
