Background: Flood control zone districts (FCZDs) are local government entities that may be created by county legislative authorities to provide flood control and drainage services and facilities. FCZDs may be countywide or less-than countywide. More than a dozen FCZDs have been created. County legislative authorities serve as governing bodies of most FCZDs. However, pursuant to authority granting voters in FCZDs with more than 2000 residents the option of authorizing direct election of supervisors, a less-than countywide FCZD in Cowlitz County is governed by separately elected supervisors. Elected FCZD supervisors receive up to $70 per day for attending official meetings or performing official duties. Compensation may not exceed $6,720 per year.

Summary of Bill: Beginning on July 1, 2014, compensation of elected FCZD supervisors is increased to up to $114 per day for attending official meetings or performing official duties. Compensation may not exceed $10,944 per year. Beginning in 2018 the Office of Financial Management will adjust compensation for inflation every five years, based on a federal consumer price index.

Staff Summary of Public Testimony: PRO: This legislation appropriately puts FCZDs on par with comparable local government entities. The Office of Financial Management periodically adjusts compensation provided by other local government entities, just as this bill provides.
