Background: Cosmetologists, barbers, manicurists, and estheticians must all be licensed by the Department of Licensing (DOL) to practice in Washington. In order to obtain a license, individuals must complete the educational and training requirements and pass an examination. Barbers and cosmetologists can perform various hair services, and cosmetologists may also use chemicals for hair services and perform hair removal. Curriculum is defined as the courses of study taught at a school or in an approved apprenticeship program.

Summary of Bill: A hair design license is created and DOL has authority to adopt minimum safety and sanitation rules for hair design. Hair design includes various services performed on hair, mustache and beard design, and superficial skin stimulation of the scalp. In order to obtain a hair design license, the applicant must complete 1400 hours in the school curriculum and 1750 hours in the apprentice training curriculum. Provisions relating to cosmetology, barbering, esthetics, and manicuring apply to hair design.

Curriculum includes courses taught online by a school or an approved apprenticeship program. Online learning is defined as theory training provided online by a school or an approved apprenticeship program.

Staff Summary of Public Testimony: PRO: Washington is the only state that does not have a separate license for hair design. Because Washington does not have a separate license, Washington does not have reciprocity with other states.
