Title: An act relating to the submission of new master applications by persons seeking work permits for the employment of minors.

Brief History:

Committee Activity: Commerce & Labor: 1/28/13, 1/30/13 [DP].

SENATE COMMITTEE ON COMMERCE & LABOR

Majority Report: Do pass.

Signed by Senators Holmquist Newbry, Chair; Braun, Vice Chair; Conway, Ranking Member; Hewitt, Keiser and King.

Staff: Mac Nicholson (786-7445)

Background: An employer seeking to hire a minor must obtain a minor work permit endorsement through the employer's master business license application. The master business license application is a form used to apply for various state licenses, registrations, and permits, and an employer seeking to hire minors must complete all sections of the application. The processing fee for a business license application is $15.

Summary of Bill: An employer seeking a minor work permit endorsement is not required to complete an entirely new business license application. The employer need only complete those parts of the application that identify the employer and indicate the employer's plans to hire one or more minors, the duties of the minors, and the estimated number of hours to be worked by minors.

Appropriation: None.

Fiscal Note: Available.

Committee/Commission/Task Force Created: No.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony: PRO: Too much information is needed on the master license application when an employer just wants to hire a minor. This bill would boil the application down to necessary essentials for those employers hiring minors.

Persons Testifying: PRO: Senator Honeyford, prime sponsor.
