Background: The Washington Transportation Commission (Commission) was created in 1977 and was significantly restructured in 2005 and 2006. The Commission is comprised of seven voting members appointed to six-year terms by the Governor and confirmed by the Senate. The Governor or their designee, and the Secretary of Transportation sit as nonvoting members. The geographic criteria for membership on the Commission is that there must be four members from western Washington, and three members from eastern Washington. No more than two members may be from the same county.
Prior to the changes made to the Commission in 2006, there could not be more than four members of the Commission from the same major political party.
Summary of Bill: By July 1, 2018, there must be no more than four members of the Commission from the same major political party.
Of the four members representing the western part of the state, one must be from northwest Washington, two must be from the central Puget Sound area, and one must be from southwest Washington.
In making appointments, the Governor must take into consideration persons representing those areas with a toll facility.
