Background: Residential zoning regulations are promulgated by local governments such as counties, cities, and towns to encourage patterns of residential development that serve community goals with respect to population density, neighborhood development, environmental quality, transportation, land use, and utility systems, among other goals.

The State Building Code Council establishes the minimum building, mechanical, fire, plumbing, and energy code requirements in Washington by reviewing, developing, and adopting the state building code (Code). The Code sets forth requirements through the provision of building codes to promote the health, safety, and welfare of the occupants or users of buildings and structures throughout the state.

Summary of Bill: The bill as referred to committee not considered.

Summary of Bill (Proposed Substitute): Zoning, building, and fire regulations must be enforced on unlicensed and improperly located storage facilities when the existence of the facility becomes known and not only when a complaint is made. Counties must use money collected from fines for noncompliance with county zoning, building, and fire regulations to pay for the investigation of zoning code violations for self-storage. These inspections must be performed during all current building and code inspections without a signed written complaint from the public.
