Background: A 2011 act eliminated the Department of Personnel, dividing its powers and duties between the Office of Financial Management (OFM) and the Department of Enterprise Services, and creating the human resources director within OFM. The human resources director has several administrative functions, including assisting in setting state employee compensation, salaries, and benefits.

Summary of Bill (Recommended Substitute): The human resources director position in OFM is eliminated. The director of OFM and the director of the state Health Care Authority must perform functions exercised by the human resources director.

EFFECT OF CHANGES MADE BY GOVERNMENTAL OPERATIONS COMMITTEE (Recommended Substitute): The words position of are inserted into the bill title, changing the title to "An act relating to eliminating the position of human resources director."

Staff Summary of Public Testimony on Original Bill: PRO: This legislation eliminates statutory references to the position of human resources director in OFM. In practice, an OFM deputy director will assume many functions currently exercised by the human resources director.
