Background: Dual Credit Programs. Dual credit programs allow students to take college-level courses while still in high school. A student earns college credit either based on the student's test score at the end of certain courses, such as Advanced Placement, International Baccalaureate, and University of Cambridge International Examinations, or by taking college-level classes either in their high school or at colleges and universities through programs such as Running Start, Tech Prep, College in the High School, Gateway to College, and others. Current law requires the Office of Superintendent of Public Instruction (OSPI), in collaboration with other state agencies and institutions of higher education, to annually report to the Legislature by September 1 regarding the participation in dual credit programs. However, the most recent information is not available for use in the report until mid-November so reports currently use data from two years prior for the issuance of a report.
Challenged Schools in Need of Improvement. Currently, OSPI must annually identify challenged schools in need of improvement by December 1. Graduation results are one of the criteria used to identify the challenged schools and this data is not available until the first week of December. In collaboration with the State Board of Education, OSPI identified the steps to finalize the list of challenged schools in need of improvement for the current year based on the availability of data.
Summary of Bill: The due date for the annual OSPI dual credit report is changed from September 1 to December 15. The due date for OSPI to annually identify challenged schools in need of improvement is changed from December 1 to February 1.

Staff Summary of Public Testimony: PRO: OSPI is trying to streamline the agency's reporting practices and decided to bring forward these ongoing reporting problems so that the agency can get these reports done on time.
