Background: Generally, local governments must use a formal competitive bid process when contracting for large public works projects. Thresholds for competitive bid requirements vary among local government entities.

Generally, local governments may perform relatively small public works projects using in-house personnel. Fire protection districts and regional fire authorities lack clear authority to use in-house personnel for small public works projects.

Summary of Bill: For work under $20,000 in any fiscal year, a fire department or regional fire authority may use fire service personnel, either employed or volunteer, to perform the projects without competitive bid.
