Background: Public schools use a variety of practices and procedures intended to promote the safety of students and staff. According to the most recent statistics from the U.S. Department of Education, 43 percent of schools reported the presence of one or more security guards, security personnel, school resource officers, or sworn law enforcement officers at their school at least once per week during the school year. About 28 percent of primary schools reported the presence of one or more security staff at their school at least once per week.

Summary of Bill (Recommended Substitute): Preference must be given to veterans when hiring someone to provide school district security activities.

EFFECT OF CHANGES MADE BY LAW & JUSTICE COMMITTEE (Recommended Substitute): Instead of creating the hiring preference in the firearms chapter of the criminal code, it is moved to the employee chapter in the common school provisions.

Effective Date: The bill takes effect on July 1, 2014.

Staff Summary of Public Testimony on Original Bill: PRO: It is difficult to focus on learning when you are concerned about your safety at school. My experience with veterans shows that they can do a good job. Many veterans are coming home and struggling to find employment.
