     AN ACT Relating to accelerating expansion of mental health involuntary commitment laws; amending 2011 2nd sp.s. c 6 ss 1 and 3 (uncodified); creating a new section; providing an effective date; and providing an expiration date.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

Sec. 1   2011 2nd sp.s. c 6 s 1 (uncodified) is amended to read as follows:
     Sections 2 and 3 of this act take effect ((July)) January 1, ((2015)) 2014.

Sec. 2   2011 2nd sp.s. c 6 s 3 (uncodified) is amended to read as follows:
     Section 2 of this act expires ((July)) January 1, ((2015)) 2014.

NEW SECTION.  Sec. 3   The department of social and health services shall consult with stakeholders and legislative staff to ensure that moneys appropriated for this legislation are spent in a way that increases involuntary commitment capacity consistent with the findings published by the Washington state institute for public policy in its two part report, "inpatient psychiatric capacity in Washington state: Assessing future needs and impacts."
