AN ACT Relating to local option transportation revenue; and adding a new section to chapter 36.57A RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1 A new section is added to chapter 36.57A RCW
to read as follows:
(1) The governing body of a public transportation benefit area
located in a county with a population of seven hundred thousand or more
that also contains a city with a population of seventy-five thousand or
more operating a transit system pursuant to chapter 35.95 RCW may, for
the sole purpose of providing funds for the operation, maintenance, or
capital needs of public transportation systems, submit an authorizing
proposition to the voters and, if approved by a majority of persons
voting on the proposition, impose a local motor vehicle excise tax
under chapter 82.44 RCW of up to one percent annually on the value of
every motor vehicle registered to a person residing within the county.
(2) The governing body of a public transportation benefit area
imposing a local motor vehicle excise tax under this section must
contract, before imposition of the tax, administration and collection
to the department of licensing, as appropriate, which must deduct an
amount, as provided by contract, for administration and collection
expenses incurred by the department.
