     AN ACT Relating to federal receipts reporting requirements; and adding a new section to chapter 43.88 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1   A new section is added to chapter 43.88 RCW to read as follows:
     (1) As used in this section:
     (a) "Designated state agency" means the department of social and health services, the department of health, the health care authority, the department of commerce, the department of ecology, the department of fish and wildlife, the office of the superintendent of public instruction, and the department of early learning.
     (b) "Federal receipts" means the federal financial assistance, as defined in 31 U.S.C. Sec. 7501 on the effective date of this section, that is reported as part of a single audit.
     (c) "Single audit" is as defined in 31 U.S.C. Sec. 7501 on the effective date of this section.
     (2) Subject to subsections (3) and (4) of this section, a designated state agency shall each year, by October 31st, prepare a report that:
     (a) Reports the aggregate value of federal receipts the designated state agency received for the preceding fiscal year;
     (b) Reports the aggregate amount of federal funds appropriated by the legislature to the designated state agency for the preceding fiscal year, or were expended as an unanticipated receipt under RCW 43.79.270 and 43.79.280 for the preceding fiscal year;
     (c) Calculates the percentage of the designated state agency's total budget for the preceding fiscal year that constitutes federal receipts that the designated state agency received for that fiscal year; and
     (d) Develops plans for operating the designated state agency if there is a reduction of:
     (i) Five percent or more in the federal receipts that the designated state agency receives; and
     (ii) Twenty-five percent or more in the federal receipts that the designated state agency receives.
     (3) The report required by subsection (2) of this section prepared by the superintendent of public instruction shall include the information required by subsection (2)(a) through (c) of this section for each school district within the state.
     (4) A designated state agency that prepares a report under subsection (2) of this section shall submit the report to the office of financial management by November 1st of each year.
     (5) The office of financial management shall, by November 30th of each year, prepare a report that:
     (a) Compiles and summarizes the reports the office of financial management receives under subsection (4) of this section; and
     (b) Compares the aggregate value of federal receipts each designated state agency received for the previous fiscal year to the aggregate amount of federal funds appropriated by the legislature to that designated state agency for that fiscal year.
     (6) The office of financial management shall submit the report required by subsection (5) of this section to the fiscal committees of the legislature by December 1st of each year.
