Finds that: (1) In the area of student performance assessments, a balance must be found between accountability and cost; and

(2) Corrective action is needed to reduce the cost and burden of testing.

Bases student and school accountability on only those assessment requirements that are mandated under federal law.

Eliminates the high school completion pilot program.
