Requires the department of health to establish a temporary work group of public health officials, health communication experts, and organizations representing health care providers.

Requires the work group to report to the appropriate legislative committees its recommendations for implementing best practices to communicate significant health risks to the public, including special emphasis on vulnerable populations.

Authorizes each local board of health to adopt a community health alert notification plan and make it available to the public on its web site.
