Establishes the Washington state health care freedom act of 2013 to: (1) Exempt individuals, employers, and health care providers from certain participation requirements and sanctions relating to health care services; and

(2) Mandate that the purchase or sale of health insurance in private health care systems shall not be prohibited by law or rule.
