Authorizes the secretary of the department of social and health services to license resource and assessment centers to provide care for children ages birth through twelve, or for children ages thirteen through seventeen who have a sibling or siblings under thirteen years of age who are being admitted to the resource and assessment center.

Prohibits the centers from being used to address placement disruptions for children who have been removed from a foster home because of behavior or safety concerns.
