Seeks to ensure that the state is positioned to attract and grow a vibrant clean technology sector, with attendant job growth that benefits all residents of the state by: (1) Modifying a tax credit providing incentives to encourage energy consumers to meet their on-site electricity demands by installing renewable energy systems;

(2) Establishing a fund to incubate clean energy manufacturing in the state by awarding vouchers through a competitive process that gives preference to systems built in the state; and

(3) Establishing performance milestones to measure the level of success achieved.
