Requires the department of ecology to: (1) Increase public awareness of the need for composting;

(2) Foster public and private composting of compostable materials; and

(3) Coordinate and expend funds collected from the litter tax with priority given to products identified under RCW 82.19.020 and solely for the purposes of waste reduction, recycling, composting, and litter collection and control programs.

Changes the distribution of money from the waste reduction, recycling, and litter control account.
