Revises the fair campaign practices act with regard to suspension or modification of financial affairs reporting requirements; and time periods and delivery methods for special reports.

Authorizes the public disclosure commission to: (1) Readopt an emergency rule adopted before June 30th when necessary to enable the rule to remain in effect through the next general election; and

(2) Adopt emergency rules to implement legislation that takes effect after June 30th in a general election year.
