Takes steps to enhance the current statewide K-12 dropout prevention, intervention, and reengagement system by clarifying the laws pertaining to the statewide system and the state-level work group charged with overseeing the system.

Provides that sections 9, 10, and 13 of the act are null and void if appropriations are not approved.
