Provides property tax exemptions to encourage new manufacturing and industrial uses on undeveloped or underutilized lands zoned for industrial and manufacturing uses in targeted urban areas.

Requires the joint legislative audit and review committee to report to the legislature and the governor on the use, value, economic impact, and employment impact of the property tax exemption for the value of new construction of industrial/manufacturing facilities.
