Allows school districts to exempt certain students from the performance standard for promotion to fourth grade.

Requires school districts to provide: (1) Certain services and supports before seeking the approval of a parent to retain his or her child in third grade; and

(2) Specified educational options for students who did not meet the state standard on the third grade statewide assessment in English language arts in the previous school year.
