Creates a special permit that allows students between the ages of eighteen and twenty-one, who are enrolled in a viticulture or enology degree program at certain educational facilities, to taste wine for educational purposes.

Requires the liquor control board, in consultation with the viticulture and enology education consortium, to develop rules for the issuance and monitoring of the special permits.
