Revises procedures regarding alternative public works contracts.

Changes the duties and composition of the capital projects advisory review board.

Requires the joint legislative audit and review committee, if the sunset review process expires before June 30, 2021, to conduct a program and fiscal review of the alternative public works contracting procedures by June 30, 2021.

Delays the termination and repeal, under the sunset act, of the alternative public works contracting procedures.
