Applies the collective bargaining provisions of the public employees' collective bargaining act, instead of the personnel system reform act, to certain employees working for the department of corrections.

Requires collective bargaining negotiations between the state and bargaining units of employees working for the department of corrections to commence no later than July 1, 2014.
